Abstract: At present, rural development faces problems such as the solidification of land resource elements, the lack of integration of agriculture-related policies, and the lack of spatial control and guidance in the process of project implementation. The construction of territorial spatial planning system in rural areas needs to fully combine the practical trend of rural development and the characteristics of rural revitalization work to carry out systematic system design. Nanjing City in Jiangsu Province takes optimizing the allocation of rural resources, exploring the policy integration of rural planning and innovating differentiated spatial management and control methods as the main ideas, explores the practical path of spatial planning in rural areas, and promotes spatial planning to become an important governance tool in the implementation of rural revitalization strategy. Based on the innovation experience of Nanjing City, it is pointed out that the rural territorial spatial planning should pay attention to: 1) Pay attention to resources and policy input to ensure the implementation efficiency of the planning; 2) Coordinate the implementation of rural projects with spatial planning to improve the level of multi-agent co-governance; 3) Distinguish space development goals and improve space control system.
